April 1, 2015 ANDREW CUOMO ANNOUNCES CANDIDACY FOR PRESIDENCY AND
RESIGNS GOVERNORSHIP

The fight over Cuomo's plan even created a rare divide between the state and city teacher unions.

Democratic leaders have been mute on the governor's declarations.  lawmakers finished work on New York’s budget early Wednesday amid simmering resentment over Gov. Cuomo’s education reforms — which opened up an unusual rift between the city and state teachers’ unions.
The Senate finished voting on the nearly $150 billion spending plan before the midnight start of the new fiscal year. But the Assembly debate dragged past the deadline to finish just before 3 a.m., technically delivering Cuomo his first late budget in his five years in office.
The budget has Cuomo-backed measures to toughen teacher evaluations, make it easier to fire bad teachers and put chronically failing schools into receivership.
